HIGHLY INTERACTIVE SERVICES VIA THE CONVERGING OF DIGITAL VIDEO BROADCAST, MOBILE, AND
INTERNET IN CHINA-EUROPE
Abstract :
HINT-CNEU explores the general architecture, algorithms and national / international standards for highly interactive services (HIS) via digital video broadcasting network, mobile network and internet. This project will be initialized with the deeply investigating into the related standards, bodies, policies, and available services, as well as the analysing of the market requirements in both regions. HINT-CNEU focuses on developing the key techniques for highly interactive services via broadcasting audio / video streaming media data, while does not address the self-adaptive streaming media coding which is one of the key
technologies to the convergence of multi-networks and well protected by institutions and corporations in the passed decay. HIS via convergence of multi-network is still an open research area to be addressed, relatively, the convergence architecture and the industrial standards are still open to be defined. interaction, and archiving the interaction results for service providers. The issues related to the algorithms
and industrial standards of service information structure, the coding system and the security will also be
studied in the project.HINT-CNEU spread out the research results by mean of constructing China-Europe
platform for uniformed serving to tourists in both China and European. The services models will be
developed in based of the results of mini-lab testing results, and the satisfaction surveys carried out in. All
services are implemented in a common pilot addressed to Olympic 2008 in China and Europe. At the end
the mobile services are multidisciplinary evaluated. The results will be exploited and disseminated thought
international high level summits, workshops, and industrial standards, as well as various publications.
Evaluation:
The proposal addresses well the call by addressing convergence architecture, APIs and interactive applications.
Relevance Mark : 4.5
1 ( Threshold 3 / 5 ; weight 1 ) High impact is possible due to the choice of the 2008 Olympics as the basis on which applications are to be demonstrated.
It has to be taken into account the issue of the rights of content of the Olympic
Games, since it seriously impact the effectiveness of using Olympic Games 2008 as a
showcase for the project.
The proposal mentions at many places its willingness to participate in standardization
efforts. There is no clear description to which bodies (either European or Chinese)
contributions will be made.
A middleware that will support both EU and Chinese digital broadcasting standards is
highly desirable. This so-called “intelligent middleware” is not explicitly described in
the proposal (only mentioned in page 6), therefore the impact is difficult to assess.

2 ( Threshold 3 / 5 ; weight 1 ) Well structured objectives building upon methodical studies to determine requirements.
The scope of the project seems to be too ambitious and not sufficiently focused.
There are concerns regarding technical soundness `of handover of mobility and the
development of “intelligent middleware”, as it is not described how these will be
achieved. The technical innovation is not explained, e.g., in T3.5 (P44), concerning the
algorithms used for collecting and encoding user interactive information. The state-ofthe-
art of these algorithms is neither described.
S and T Excellence Mark : 3
3 ( Threshold 4 / 5 ; weight 1 ) Participants show a high level of competence, and the consortium is well balanced
between EU and target country members, and in terms of SME participation. There is
a good complementarity between the participants. The consortium could be improved
by the addition of a partner that supplies terminal platforms.

4 ( Threshold 3 / 5 ; weight 1 ) The management is of good quality and has been internationally recognized.
There are some concerns regarding the lack of IPR management.

I dont know if we have to be considered full discharged or depend mainly on the rest (global position) we have any opportunity. Maybe it is now too later to lobby, but can be a good opportunity to feedback with our NCPs.
In ref The ESR seems that some lack of detail from some partner has been too much relevant in this case.
