<p><font face="Arial">Dear eBSN Members,</font> </p>
<p><font face="Arial">I would like to draw your attention to<strong> a new call for proposals, which has just recently been published by DG Enterprise and Industry: Action PP/4.1.2.<u> "Reinforcing synergies between public policies in support of e-business for SMEs"</u></strong>.</font></p>
<p><span><font face="Arial" color="#000000">The general objective of this grant theme is to support and facilitate the exchange of best policy practices between e-business policy makers and/or SME support networks in the enlarged European Union and beyond. The approach to be followed is to build upon policy actions which have already been successfully implemented at regional, sectoral, local or national level, complementing them at the European level in order to achieve top class support measures for SMEs in the e-business domain.</font></span></p>
<p align="justify"><span><font face="Arial">This call for proposals is addressed to all publicly supported policy-making initiatives, including public-private partnerships, which aim at further promoting e-business practice notably among SMEs. It is also addressed to organisations interested in reaching and attracting SMEs and a clear potential of promoting e-business at national, regional or sectoral level, such as Chambers of Commerce, Euro Info Centres and business associations.</font></span></p>

<p>In its 1st phase of operation (April - December 2003), the CEN/ISSS Workshop on ICT Skills and Curricula, proposed by Cedefop, Cepis and the ICT industry represented by the Career Space consortium has validated in an open consensus process the ICT profiles and ICT Curriculum development guidelines published by Career Space and Cedefop in 2001 and 2002. As a result CWA 14925 and 15005 have been published - <a href="http://www.cen.eu/cenorm/businessdomains/businessdomains/isss/cwa/ict-skills.asp">download</a></p>
<p>In its 2nd phase (February - November 2005), the Workshop worked towards an ICT Skills (Meta/ Reference) Framework. As a result CWA 15515 has been published - <a href="ftp://ftp.cenorm.be/PUBLIC/CWAs/e-Europe/ICT-Skill/CWA15515-00-2006-Feb.pdf">download</a></p>
<p>In its 3rd phase, the Workshop will work on an eCompetence Framework. The business plan of the Workshop that describes this phase is available <a href="http://www.cen.eu/cenorm/businessdomains/businessdomains/isss/activity/06006approvedbp.doc">here</a>.<br /> Funding to start the work early 2007 has been obtained from the Commission. <p> The Committee of the Regions has issued a call for expressions of interest for studies in research fields covered by the institution. <br />
<p align="justify">The study and research work (impact reports and outlook reports) to be carried out by the Committee of the Regions will cover the following fields: <br />- Field 1: cohesion policies: <br />economic and social cohesion, territorial cohesion; <br />structural funds; <br />inter-regional and cross-border cooperation; <br />transport and trans-European transport networks; <br />regional development; <br />urban policy; <br />tourism. </p>
<p>- Field 2: economic and social policy: <br />employment; <br />social policy and social protection; <br />equal opportunities; <br />citizens' health; <br />enterprise, competition and taxation policy; <br />economic and monetary policy; <br />internal market; <br />immigration policy (social integration). </p>
<p>- Field 3: sustainable development: <br />environment and natural resources; <br />common agricultural policy and rural development; <br />fisheries; <br />energy and trans-European energy networks; <br />consumer policy; <br />civil defence. </p>
<p>- Field 4: culture, education, vocational training, information society: <br />culture and cultural diversity; <br />youth - sports; <br />education; <br />vocational training; <br />research and technology, including ethical issues; <br />information society and trans-European telecommunications networks; <br />communications technologies and markets; <br />audiovisual industry and the media. </p>

<p>- Field 6: external relations: <br />enlargement (including coordination of joint committees); <br />Euro-Mediterranean partnership; <br />Europe's northern dimension and transatlantic relationships; <br />policy on relations with neighbouring countries; <br />North-South dialogue; <br />World Trade Organisation; <br />other relations with regions and districts in non-Member countries; <br />immigration policy (asylum and visas). </p>
<p>These research fields have not been listed in order of importance. The subjects of the studies will be determined by the Commission's policy priorities, which are stated in its annual policy strategy and its work programme, and by the policy priorities and strategic annual work programme of the Committee of the Regions. </p>
<p>Should some candidates consider themselves to be sufficiently knowledgeable in several fields, they are requested to specify which are the fields that interest them the most and in which they feel they have the greatest specialist knowledge.</p>

<td><strong>Type:</strong> <br />Notice of a call for expressions of interest (CEI). <br />All institutes, organisations or companies wishing to be included on the list of service providers are invited to submit an application in accordance with the rules set out in this notice for the purposes specified.<br />Groups of service providers may submit their applications; if awarded a contract, the group shall assume a legal form by incorporation, partnership or otherwise, which will enable it to contract as a single entity. A group of service providers, however, must identify the coordinator, the sole interlocutor towards the Commission, which will interface between the Commission and the service providers. <br />The awarding authority will draw up a list of candidates whose applications meet the criteria set out in point 8 below. This list will be subdivided into sub-lists, each of which will correspond to 1 of the fields referred to in point 4. <br />Each time a specific contract is to be concluded relating to the fields described at point 4, the contracting department will invite all the candidates on the relevant sub-lists or some of them, selected on the basis of objective and non-discriminatory criteria, to submit a tender.<br />The contracting department will send to the candidates the documents of the call for tenders relating to the contract in question.<br />Inclusion on the list entails no obligation on the part of the Commission concerning the award of a contract nor, in view of the preceding paragraph, concerning an invitation to tender.</td>

<td><strong>Detailed description of the fields covered by the call for expressions of interest:</strong> <br />The IPTS, part of the European Commission's Joint Research Centre, intends to compile a list of companies interested in the execution of studies in 1 of the following fields:<br />1.1 life sciences — agriculture — agrofoods;<br />1.2 life sciences — biotechnology;<br />2.1 foresight on information society technologies and key applications in Europe; <br />2.2 information and communication technologies — prospective on R&D, cybersecurity and identity;<br />3. energy technologies and greenhouse mitigation policies, including modelling;<br />4. environment: clean technologies, sustainable production and consumption;<br />5. transport — technology for transport sustainability, including modelling;<br />6. support to research policy (including human resources and universities): analysis and prospective;<br />7. economics of technical change;<br />8. economic dimensions of prospective technological studies;<br />9. cost benefit analysis;<br />10. social dimension of sustainable development, including structural unemployment;<br />11. economics of industrial research and innovation.<br />Technical specifications will be provided together with the invitation to tender. <br />Expressions of interest are admitted for 1 or more fields.</td>

<td><strong>List of information and documents to be provided:</strong> <br />8.1 Exclusion criteria:<br />The purpose of these criteria is to determine whether a service provider is authorised to participate in the tendering procedure. Candidates who are not considered to have the required capacity will not proceed to the selection phase;<br />(a) certificate attesting that the candidate is not in a state of bankruptcy or being wound up, his affairs are not being administered by the courts, he has not entered into an arrangement with creditors, has not suspended business activities, is not the subject of proceedings concerning those matters, or is not in any analogous situation arising from a similar procedure provided for in national legislation or regulations;<br />(b) certificate attesting that the candidate has not been convicted of an offence concerning its professional conduct by a judgement which has the force of 'res judicata';<br />(c) statement attesting that the candidate has not been guilty of grave professional misconduct;<br />(d) certificate attesting that the candidate has fulfilled obligations relating to the payment of social-security contributions and the payment of taxes in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority or those of the country where the contract is to be performed;<br />(e) certificate attesting that the candidate has not been the subject of a judgement which has the force of 'res judicata' for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the Communities' financial interest;<br />(f) statement that the candidate has not, following another procurement procedure or grant award procedure financed by the Commission budget, been declared to be in serious breach of contract for failure to comply with his contractual obligations;<br />(g) statement attesting that the candidate is not subject to a conflict of interests with the contracting authority.<br />Misrepresentation, failure to supply information: candidates will be excluded who are guilty of misrepresentation in supplying the information required by the contracting authority as a condition of participation in the contract procedure or fail to supply this information.<br />The Commission accepts as satisfactory evidence the following documents:<br />for points (a), (b) and (e) above, a recent extract from the judicial record or, failing that, a recent equivalent document issued by a judicial or administrative authority in the country of origin or provenance showing that those requirements are satisfied; for point (d) above, a recent certificate issued by the competent authority of the State concerned. Where no such document or certificate is issued by the country concerned, it may be replaced by a declaration under oath or, failing that, a solemn statement made by the candidate before a judicial or administrative authority, a notary or a qualified professional body in his country of origin or provenance; for points (c), (f) and (g) above: declaration by the interested parties certifying that they are not in any of these situations.<br />The requested information concerning the exclusion criteria is not compulsory for governmental and public organisations like State hospitals, public research organisations and State universities, but it is obligatory to provide proof of being a public organisation. Expressions of interest are invited for all or some fields (sub-list). <br />8.2. Selection criteria:<br />The purpose of these criteria is to determine whether an operator has the necessary economic, financial, technical and professional capacity to carry out the service. <br />Candidates who are not considered to have the required capacity will not be included on the list of suppliers. <br />Economic and financial capacity:<br />(h) a statement of overall turnover and turnover concerning the services covered by this call for expression of interest during the last 3 financial years. <br />Technical and professional capacity:<br />(i) demonstrated experience in similar services or equivalent activities. It must be clearly stated which methods have been used. Publications or similar evidence in support of claims mentioned before are required;<br />(j) the educational and professional qualifications of the service provider or contractor and/or those of the firm's managerial staff and, in particular, those of the person or persons responsible for providing the services by means of a CV.<br />In case of groups of service providers submitting an application, all members of such groups have to provide the relevant documents concerning the criteria stated in point 8.<br />The information concerning the economic and financial capacity as well as the technical and professional capacity is analysed as a whole for these groups and in connection with the role proposed for each member of the groups. </td>

In this case delivery will be established by means of a receipt, signed and dated by the official mentioned under 7.(a) or his authorized representative from the service mentioned in 7.(a).<br />The letter of expression of interest will detail, clearly and specifically, for which field, as described under point 3.(a), the studies provider wishes to be invited to quote.<br />(b) Address to which applications are to be sent or delivered: at address as in 1, for the attention of Mrs Mercè Batet-Alcón, Management Support Unit (MSU).<br />Applications must be submitted with the reply form together with all the documents and information required.
